इस भाग में भारत में सरकार के तीन स्तर, लोकतंत्र, जन-प्रतिनिधि आधारित लोकतंत्र, मतदान और आधारभूत लोकतंत्र को समझाया गया है।
सरकार के तीन स्तर
- भारत सहित अनेक देशों में सरकार कई स्तरों पर कार्य करती है।
- भारत में सरकार के तीन स्तर हैं—स्थानीय स्तर, राज्य स्तर और राष्ट्रीय स्तर।
- प्रत्येक स्तर अलग-अलग विषयों और आवश्यकताओं पर कार्य करता है।

लोकतंत्र का अर्थ
- लोकतंत्र का अंग्रेजी शब्द Democracy है।
- Democracy शब्द ग्रीक भाषा के दो शब्दों Demos और Kratos से बना है।
- Demos का अर्थ है—लोग।
- Kratos का अर्थ है—शासन प्रणाली, तंत्र या शक्ति।
- इस प्रकार लोकतंत्र का शाब्दिक अर्थ लोगों का शासन है।
जन-प्रतिनिधियों की आवश्यकता
- सभी लोग एक साथ शासन नहीं कर सकते हैं।
- इसलिए लोग चुनाव के माध्यम से अपने प्रतिनिधियों का चयन करते हैं।
- चुने गए प्रतिनिधि जनता की ओर से निर्णय लेने और समस्याओं पर चर्चा करने में भाग लेते हैं।

जन-प्रतिनिधि आधारित लोकतंत्र
- भारत में जन-प्रतिनिधि आधारित लोकतंत्र है।

भारत और लोकतंत्र
- भारत में जन-प्रतिनिधि आधारित लोकतांत्रिक शासन व्यवस्था है।
- अध्याय के अनुसार 2024 के संदर्भ में भारत में लगभग 97 करोड़ मतदाता थे।
- भारत में कानून के अनुसार 18 वर्ष से ऊपर के भारतीय नागरिकों को चुनाव में मतदान करने का अधिकार है।
मतदान
- मतदान वह प्रक्रिया है जिसके माध्यम से लोग किसी विकल्प या प्रतिनिधि के पक्ष में अपनी राय देते हैं।
- अधिक मत प्राप्त करने वाले विकल्प को चुना जा सकता है।

- जिस लोकतांत्रिक प्रक्रिया में प्रत्येक व्यक्ति सीधे निर्णय में अपनी राय देता है, उसे प्रत्यक्ष लोकतंत्र कहा जाता है।
